## What is known
IANA's IPv4 Address Space registry marks the encompassing `1.0.0.0/8` block as allocated to APNIC. This file exists to provide explicit, contiguous repository coverage between `0.0.0.0/8` and the narrower researched `1.1.1.0/24` range.

## What is not yet known
This `/16` is a repository coverage aggregate, not a claim that the whole range has one registrant, route origin, operator, or service. It may contain many smaller allocations and BGP announcements.
Research must still determine and split out:
- authoritative APNIC RDAP prefixes and resource holders;
- current covering and more-specific BGP announcements;
- origin ASNs and RPKI status;
- documented operators and services;
- special cases and notable exact addresses.
Until that work is complete, no single “owner” should be inferred from this placeholder.
