This is **not yet a list of all global ranges**. It contains the two ranges investigated so far. The expansion plan is in [`research/ip-network-roadmap.md`](../research/ip-network-roadmap.md).
These four files now provide contiguous documented coverage from `0.0.0.0` through `1.1.1.255`. The two middle files are explicitly marked as placeholders and must not be interpreted as fully researched ownership records.

# Placeholder: 1.0.0.0/16
- **Status:** Placeholder — detailed investigation pending
- **Coverage role:** Fills the address-space gap after `0.0.0.0/8`
- **Range:** `1.0.0.0/16`
- **First address:** `1.0.0.0`
- **Last address:** `1.0.255.255`
- **Top-level registry:** APNIC
- **Top-level allocation evidence:** IANA designates `1.0.0.0/8` (`001/8`) to APNIC
- **Checked:** 2026-07-22
## What is known
IANA's IPv4 Address Space registry marks the encompassing `1.0.0.0/8` block as allocated to APNIC. This file exists to provide explicit, contiguous repository coverage between `0.0.0.0/8` and the narrower researched `1.1.1.0/24` range.
## What is not yet known
This `/16` is a repository coverage aggregate, not a claim that the whole range has one registrant, route origin, operator, or service. It may contain many smaller allocations and BGP announcements.
Research must still determine and split out:
- authoritative APNIC RDAP prefixes and resource holders;
- current covering and more-specific BGP announcements;
- origin ASNs and RPKI status;
- documented operators and services;
- special cases and notable exact addresses.
Until that work is complete, no single “owner” should be inferred from this placeholder.

# Placeholder: 1.1.0.0/24
- **Status:** Placeholder — detailed investigation pending
- **Coverage role:** Fills the final range immediately before `1.1.1.0/24`

- **Last address:** `1.1.0.255`

## What is known
IANA's IPv4 Address Space registry marks the encompassing `1.0.0.0/8` block as allocated to APNIC. This placeholder makes the repository's current range sequence explicit before the researched `1.1.1.0/24` record.
## What is not yet known
This file does not yet establish the exact APNIC registrant, current BGP origin, network operator, or services for `1.1.0.0/24`.
Research must still determine:
- the authoritative APNIC RDAP record and resource holder;
- current BGP announcements and origin ASN or ASNs;
- RPKI/ROA state;
- operator and service relationships;
- whether the range needs subdivision into more-specific records.
Until those checks are complete, this remains a placeholder and no single “owner” is asserted.
