  • add fail-closed READY_FOR_DELIVERY between IN_DESIGN and IN_PROGRESS

Owning-channel Hermes self-review

Frozen tree 4cac7e8ca8408143ac5c34f5b185ed0b7486069b at base 801f3847facda8a1fe4b211e65c5eb4cfc4c6267 covered all three changed paths. Initial isolated review found the shallow-checkout and mutable-action issues; both were corrected. Fresh isolated Hermes review session 20260903_091145_9f50bd returned PASS with empty security and logic blocker lists, verified 4/4 tests, immutable actions/checkout v4.4.0 pin, exact path coverage, and unchanged tree.
