Architecture owns complete release-wide Feature-to-Task decomposition and lifecycle-safe maintenance. Adds fail-closed policy tests for task granularity, reciprocal mappings, prerequisite sequencing, structured contracts, planning readiness, protected history, material-change approval invalidation, and separate Kanban Focus admission.

Validation: 2/2 unit tests passed; git diff --check passed. Independent immutable automated-agent review: PASS for exact head 08dd1996e6. Human action required for review: none; user explicitly authorized full Gitea publication and verification.
