Adds the Architecture High Level menu with the ordered Context, Overview, Overview Channels, and Overview Repositories sidebar. Explains the Corp v1 project operating model and renders four editable Draw.io sources. Adds self-hosted Draw.io viewer assets and CI contract checks before and after the production build.

Validated locally with pnpm 9.15.9: portal contracts, TypeScript, production build, post-build routes/search checks, XML parsing, and route-level static-server readback.
